but why is it displayed differently ?

I would have assumed to see in both cases either UTC+1 or UTC - not both ?!

Is it garanteed that the UTC timezone for the artifact does not somehow makes 
problems when retrieving artifacts ? I dont know how the maven mechanism works 
there. But a possible scenario:

I have a snapshot in my locale repository with the 08:58 UTC+1 time.

On the buildserver there is a newer version build and due to the different 
timezone its in artifactory as 08:15 UTC (assumed it is build 15 min. later 
than my locale one)

So for maven the locale one is newer, although it is not...

So is it only a problem of displaying it or can this leads to severe problems ?

The times look fine; just different timestamps that are displayed in different 
timezones but they are practically the same.
I'm pretty sure that the build info timestamp is meant to be read as "08:58 in 
a UTC+1 timezone" which is equal to "07:58 in a UTC timezone".

Do you know what's the timezone of Artifactory's Java runtime?
I think you can also see it in the System Info page (Admin -> Advanced -> 
System Info) under 'user.timezone'.
