Usually, there are two reasons for this to happen:
First possible reason: during the export, you have marked the 'Exclude
*content*' checkbox, but Artifactory automatically marked the '*Exclude
Metadata*' and '*Exclude Builds*' as well and you did not un-checked these.
These checkbox should not be marked when performing the specific upgrade
process that you are following, and marking the exclude *metadata*, can
causes the behavior that you have experienced.
Second possible reason: during the import, you have marked the 'Exclude
content' on the *import* screen. For the process that you are following
(syncing the filestore directory, exporting the metadata without content),
the 'Exclude content' should be marked on the Export screen *only* and
should not be marked on the import screen.
