Yes, you can setup a Docker v2 registry starting at Artifactory 3.7.
The reverse proxy feature is aimed at helping setting up a reverse proxy,
which is required for Docker registries, by providing the configuration
based on user input. However using it is not mandatory. You can configure
the reverse proxy with the help of the  documentation
