I had a similar error (1053) running a different .jar based service recently that was resolved by installing all the old .net 3.x packages. (Add/remove Windows Components.)
Is the error popping up immediately or is it taking the full 30 seconds and then timing out? Could also try deleting the service and re-running the setup file. Did you reboot after configuring your environment variables? (Sometimes they don't get picked up right away.)
