Suspending sound server from command line

The new ability to suspend the sound server from artscontrol is handy,
but sometimes you may need to do it from a script. I wrote a small
console-based program, artssuspend, which will suspend the sound
server. I plan to put it in kdelibs/arts/sounsdserver once the KDE 2.1
code freeze is over.
