The fact that you are getting startup and shutdown sounds is unrelated
to whether artsd is running or not, as knotify will fallback to calling
"play foo.wav" or "aplay foo.wav" if artsd is not running.
A good way to find out what exactly is wrong is to start artsd manually,
like
artsd -l0 # type this in a konsole window
and see what happens. This is also true if you want to debug crashes (simply
do whatever causes the crash, and if artsd crashes, you'll hopefully get
some useful output).
You might want to pass other options (like -F10 -S4096 for reasonable
fragment sizes, or -d for full duplex).
