No.  Unfortunately, it doesn't sound about right.  I'm no real estate expert either, but all one needs to do is to stay somewhat abreast of the price of other vacant lots up and down the Jersey Shore and you would know that $400,000 for this particular piece of property is ridiculous.  And yes, you can sell a piece of land based on what might be built there.  It is, in part, the land's potential that gives it its market value.
