AP used to have rent control - it was called the release of
patients from around the state of nj into AP - left to wonder the BW
and town after they were given bologna for breakfast, lunch and
dinner. That was in the late 70s and early 80s. Plenty of boarding
homes and multifamily chopped up housing- like ocean grove was. I
call it rent control because the "boarding" house operator was paid
$x per head.
Rent control is eminent domain and it take away the landlords funds
to maintain a building or for that matter - to pay the taxes
