the problem with ap has been the fighting- over who has the "right"
plan for the whole town. The town or city has always been divided in
sections- the goal should be to blend those sections together.
Simple, right?
So many people have their hands out (and always have) to see how it
will benefit THEM - and not everyone else.
You need and mix of professional and non-profesionals to provide some
guidance. Better yet - the ex-professional - who are not out for
themselves, would be a plus.
