The Partners seem to be in default of their obligations to 
rehab/restore this properties. Granted, performance deadlines are
loose to none in the agreement, but in reading all the documents and
knowing the history of their adoption, It's clear that the intent was 
to have some major reconstuction finished by now.

Not just a boardwalk, paint, murals and temporary repairs.
