I should have explained the problem with cul-de-sacs, they're great
for restricting drive through traffic, as in suburbia; they suck for
retail districts dependent on anything but local foot traffic.  

Seaview Square has no foot traffic, never will, since no one lives
there, but it has fairly generous access for the automobile.  Where in
Asbury Park can you approach the access provided by 18, 66, 35 and
nearby connections to 33 and the Parkway.  

It's a numbers game.
