I'm not saying they should start over with a new plan.  I'm saying that the
town should take a second look at the plan (see above).  I brought up Ground
Zero because that shows how even a plan worked on by zillions of people and
entries from around the world for the design can be thrown out and started
over.  I don't think Asbury should abandon this plan, but I think they need
to start enforcing things.

Many of the assets were sold to Asbury Partners because the town didn't
think it had the money to restore them.  If those were the greatest assets
of the town, shouldn't the town people DEMAND to know what is to become of
them and on what timetable (if any) the restoration should occur?
