When I've inquired about such properties in the past, I was referred to James Famularo, asst. city mgr, who told me they were part of the scattered sites project. I was told the properties had already been bought or bid on by a number of different companies and individuals.
However, I believe Shore Habitat for Humanity has had some success in this area. You may want to contact Maureen Mulligan, the director.

opportunities in Monmouth County.

Who has juice in Asbury, Freehold, and Trenton that can help
implement a forward thinking, inexpensive program designed to
improve the quality of life for the citizenry of Asbury Park?
