Agreed. It was the city that allegedly acted illegal by letting land 
use be dictated by contract instead of planning. But that is different 
from what you first said. The contract was only approved (as any 
agreement in a bankruptcy must be) by the trustee. You also fail to 
see that the city did not have to make a new plan since Partners 
reserved its rights under the 1991 plan.
