Shame on the governing council. While he is slippier than an eel on the 
surface alone, were he not, even a modicum of due diligence would have 
exposed his skeletons. This was a person that even in 2002 the city 
should have known it should not be dealing with. But then again, the 
city manager is a felon taking bribes from developers. To make matters 
worse, his friends in government only contiued to defend him. But isn't 
that the way here? You point out a fault or mistake, and rather than 
heeding good advice, they continue to argue that what is wrong is right.
