A somewhat similar, albeit, with a different ending, is in Niagara 
Falls, NY. I had the opportunity to do a condemnation case there 
last year and another now (water park). There are and have always 
been two Niagara Falls - one in NYS and ne in Ontario. For the 
better part of a century (until the 1960's) when one referred to 
Niagara Falls, you were speaking about the one in NYS. It was world 
famous. It had a vibrant downtown with old buildings. All the 
attractions were there and not across the border. In the name of 
Urban Renewal, the state bulldozed the downtown. It never recovered. 
There are many paralells to AP. NF NY was plaqued by political 
corruption for decades. You made more money having a project fail 
than succeed. Droves of residents moved out. Businesses moved out. I 
am representing a NYC company that now controls 140 acres of 
Downtown, they bought it, didn;t condemn it. Their property is being 
condemned - for a parking lot for the Indian casino.
