Yes, true, in the case of a master developer who does not develop but 
flips. Which is why the deal that was struck was so bad. It cannot and 
will not bring to fruition the whatever the Council thought it would. 
Partners will take its sweet time. They have been had. That is the long 
and short of it and they have too much ego to admit that and try to 
remedy the situation. Minnows swimming with sharks.
