U.S. Attorney subpoenas Neptune planning records

NEPTUNE — Six years' worth of Planning Board records on the failed 
Garden State Hi-Tech Park were subpoenaed Thursday by federal 
officials.

The subpoena also demanded records dealing with Michael Gohar, Ken 
Carey and Victor Chemtob, three of the partners involved in the 
project that was planned for 180 acres at Routes 18 and 66.

The subpoena also demands the personnel file and time and attendance 
sheets for Robert Lee, a former Planning Board member.

Specifically, the subpoena demands documents relating to the 
business park project such as "correspondence, memoranda, notes, 
reports, plans, agendas, resolutions, meeting minutes" among others.

Township Administrator Philip Huhn, who is in Atlantic City with 
other officials attending the League of Municipalities convention, 
said he instructed township personnel to copy the pertinent files 
and send them to the U.S. Attorney's Office in Newark.

Huhn said he knew nothing more about the subpoena.

The business park was projected to offer 4 million square feet of 
office space in up to 19 buildings. It was expected to generate 
about $7.2 million in property taxes yearly.

Gohar was indicted earlier this year by federal authorities who 
charged him with paying a $50,000 bribe to Terrance Weldon, the 
former Asbury Park city manager and Ocean Township mayor, for his 
help in securing zoning approvals for a project that was never built.

Gohar has pleaded not guilty to the charges and is awaiting trial.

Gohar has developed The Renaissance on the Ocean, 87 townhouses and 
single-family homes in Long Branch, and the Hillel School Yeshiva in 
Ocean Township. He has also developed about 20 hotel projects in New 
Jersey, New York and Connecticut.
