How about finding a private person to open the park as a business with
members paying dues or some kind of fee.  There is certainly plenty of
empty lots that could be found...as an add-on business idea how about
someone opening a kennel?  I know for a fact that NorthBeach (and I
presume the other new condo developments as well) are not allowing dogs
so for all the condo owners who plan to come down to AP on weekends they
would be able to bring their pets and kennel them right in town at
night...
