Actually that city is trying to deal with its disproportionate share  of 
tax-exempts:

 
 
"The problem is highlighted by the fact that, in the  period from 1993 to 
2006, 109 parcels of real estate within the city of  Titusville have been the 
subject of successful assessment appeals. Consequently,  the city has suffered 
a 
steady erosion of its tax base," continued the letter.  
As one of the findings of the study, council will send  out letters today 
requesting payment in lieu of taxes (PILOT) to the city's tax  exempt 
properties, 
which encompass 54 percent of the total value of all  properties in the city. 
The letter suggests property owners pay 10 percent on  the value of the 
property, which could potentially add more than $150,000 to the  city's 
coffers.  
"The city of Titusville has an extremely large  percentage of tax-exempt 
property within its geographic limits. ... Continued  support from your group 
and 
similar organizations has been extremely helpful to  all community residents,"
