in over a 10 year period, like the redevelopment zone. This would 
encourage the redevelopment effort.

 - Get more taxes immediately by SELLING the RIGHTS to CHANGE the 
redevelopment plan. Consider the original seller (the city, not 
caberrta) GRANTED RIGHTS, to REDEVELOP under PLAN A for X Dollars. 
The buyer figured out what that was worth and agreed.

Once the buyer purchased those RIGHTS to DEVELOP, they come back and 
figured this really sucks, we have a new idea. The seller says ok, 
give us Plan B, C , D and we'll ok it for FREE. Build Higher, TAKE 
more.

BUYER continues on, SELLING the RIGHTS granted to THEM for 200 times 
the price.

NEW INVESTOR comes in with buyer and WANT more so they can PROFIT 
MORE - to benefit original seller (the city).

Now the ORIGINAL SELLER (the city) who needs more money, can SELL 
those rights to change the ORIGINAL plan once again to build higher, 
wider. How much are those rights worth? How much is worth TODAY to 
the builder. This is the amount the city should collect today, not 15 
years from now.

In the real world, land is sold for what someone can do with it, 
based on approvals. The city should take their fair cut today, not in 
promises of future taxes.
