AP should enact the their version of the ANIMAL HOUSE ORDINANCE. Long 
Branch, Ocean Township, Belmar etc all have a version of the 
ordinance. The original purpose to control Winter Rentals around 
Monomuth University and other College towns, and also to control 
problems in towns like Belmar who at one point had over 1000 rentals 
in the summer. No that's down to around 250.

Belmar took it one step futher, by tying Google Earth/Maps 
to "pinpoint" rental properties and where sheriff's deputies are 
placed to monitor first and second offending animal houses.

Again, this was an attack on landlords to be responsible for their 
tenants, forcing them to post bonds which the city immediately began 
to draw on. While this may have stopped some landlords from renting 
or forcing them to defend themselves vs. their tenants there are 
other reasons for the decrease in rentals in Belmar.

Rising Real Estate Prices and Taxes. I had told this to Sean Kean a 
few years ago as well. There comes a point where it doesn;t pay to 
rent a house out. At what point? When the Real Estate Market comes to 
a point where one can safely place 5-700,000 from the sale of a 
bungalow. 

First and second home buyers casued the turn in these towns as well. 
They took over the bungalows and built bigger boxes. gone are the 
girls in the bikinis, drunk in an inflatable pool in the front yard.

THE POINT OF THIS CHATTER:

Asbury Park should do the same. Go live with a list of trouble areas 
on Google Map. Pinpoit the houses where arrests have been made. 
Target the landlords by blaming them for their tenants. Stick police 
in FRONT of (or deputies, pringle is doing it in Belmar) these 
trouble spots until the problems move on.
