I was thinking exactly the same thing when I opened your post. What we lack, first and foremost, is a vision for improving the situation. Rather than just throughing random tactics at the problem where's the overall vision for solving it? And where is a leader ian the city - ideally the mayor's office - in developing and selling this vision?
