The building is a wreck.  There aren't even thermostats - just one 
switch to turn the heat on or off for the whole 11 stories.

Leaks badly.  Everything antiquated - elevators, bathrooms, room 
sizes.

I'm going to disagree and say it's a bad idea to put City Hall there.

Plus there's no ramp so the Deputy Mayor can't even get in there.
