good article in this weeks Business Week about how Cleveland and Bufflao are 
taking a tough 
stance against  absentee landlords and more importantly - lenders who are in 
the process of 
foreclosing on properties - MAXIMUM fines, demolition and donating of 
properties to local 
charities.

Things like those boarded up buildings on 4th and kinglsey, the metropolitan, 
the old 
phoneix on cookman, the M&K, ritas deli and more. They cited a study by temple 
that shows 
a good home with 150 yards (or feet) of an empty property is reduced by $7600 - 
my guess 
that it would be more.
