-each pav had "nice" bathroooms before. Especailly 4h Ave where some
geniuses decided to put their offices. There's PLENY of room to restore
the 4th ave bathrooms and bathhouse. Plenty.
The other option the city could consider is to SELL the right to
construct the new toilets - but that's not needed. Use what's there.
Same for the stairs. Those ramps onto the BW were meant for people and
emergency vehicles - so an ambulance or firetruck doesn't have to drive
down the BW.
Don't need to give it all away.
