We went down that path last year when I had to get a 3yr old out of the street (2 times) and then the 3rd time I actually put him in the house myself. Found the mother laid out on the couch, empty beers and needles on the table
Called DIFS that day, they came out, toddler is still living in the house, so I don't know what they found, or didn't find The problem I find most disturbing, is how these parents act towards you when you try and do something nice or help them. Typically its getting the kids out of the street and onto a sidewalk because the parent is not paying attention. My favorite is when they tell me to stop "telling them how to raise their kids" just after I get said kid out of the street while they ride their little tricycle.
