ASBURY PARK — Local and county detectives have arrested a 30-year-old Belmar 
man who they say carjacked another man at gunpoint Monday night in the city.

Around 10 p.m. that night, the 24-year-old victim left the Stella Marina 
restaurant near the boardwalk.

He walked to his car, parked on Bergh Street near Second Avenue, when he was 
carjacked, said Deputy First Assistant Monmouth County Prosecutor Richard 
Incremona.

Incremona said Asbury Park police and detectives from the Monmouth County 
Prosecutor's Office Major Crimes Unit began investigating immediately, and they 
arrested Jeffrey L. Payne in the city on Wednesday.

Payne, of 13th Avenue, Belmar, was charged with carjacking, possession of a 
weapon for unlawful purposes, unlawful possession of a weapon, and certain 
persons not to have weapons, a charge that can be lodged against defendants 
previously convicted of certain crimes.

According to state Department of Corrections records, Payne was sentenced in 
2009 to four years in prison on charges including gun and drug possession and 
eluding. He was released on Feb. 3, 2010.

Payne is being held today at the Monmouth County Jail, Freehold Township, in 
lieu of $225,000 cash-only bail.

Incremona praised the police work of the city and county detectives who quickly 
identified the defendant and took him into custody.
