http://www.activestate.com/activetcl/downloads is where i would start if your native tcl does not include tktable. You would install the activestate tk version for your hardware/os and then need to pass tk, tcl options to scons per whatever option names JP can tell us.
a quick look at ubuntu 12 suggests it does not package tktable yet.
