UMTS uses Basic PER (Aligned Variant) Message Transfer Syntax.

which talks about PER encoding rules.

  I'm developing applications for a protocol analyser for various protocols.
  UMTS (Universal Mobile Telecommns Standards) is my current project.
  This is in ASN1. Format and the Message Transfer Syntax is Basic PER
  (Aligned Variant).
  I'm supposed to write code (in proprietory language) to decode the various
  Messages of UMTS.
  Although I've a fair understanding of  ASN.1 and BER, yet my knowledge in
PER
  is insignificant and less.

  Kindly send more info on how I can go about completing my task of decoding
the
  UMTS asn.1 specification.
  Or send me the necessary software or book (free) with which I can
accomplish my task.
