Hi Chandra: Since your question is not relating to any tool in particular, i think it's okay to answer this in this forum.
I don't think the ASN.1 specification for IS-41 (you didn't mention rev. B/C/D??), is not available as such AFAIK. You need to build it your self by reading the specification. You may like to contact EIA/TIA to ask them if they have any specification. Do note that many a times the specifications provided by the standard bodies are not very well tested (for semantics and syntax), so you may still need to do some work, and based on the ASN.1 tools that you are using you may still need to tweak the specification file to be acceptable for the compiler, e.g. adding some special directive to assist the compiler, or modify unsupported features. But then again, I'm not an ASN.1 expert, so the experts around, please correct me if I am wrong.
