I've seen a couple of sites that do this, one written in JSP and the
other in ColdFusion, so I'm better it can be done in ASP as well.
 
A quick google search came up with how to build a Hotmail client in C#
using the HTTPMail protocol - whether that'd work for Yahoo etc I have
no idea, but it might be of use in getting you started :-

Can we do this in ASP
allow the users to import their Hotmail / Yahoo address book
automatically by entering their Hotmail / Yahoo username and password
at a form on a website. When the user submits this form, the next page
