There's various ways:
1) Components (BrowserHawk / CountryHawk is one -
https://www.cyscape.com/order/order.asp?bhcp=1 is pricing.). There are
several that do it.
2) Guess from reverse dns
3) Guess from language info in user agent.
A component is the best way to do it as it's the most reliable - They
basically compile the above things, plus other data, to build a database
of where various IPs are used and look up the users IP address. You
couldn't build anywhere near the logic they have in the component for a
reasonable cost.
