We were looking at creating a tool that could be used without modifying an existing application. An example might be to attach to a Tomcat web server where locating and modifying the start up (script, service, bat file) might be challenging.

Completely dynamic attachment, I guess something might be possible there if communicating with the JVMTI interface. Simpler might be to run with javaagent but have it turned off (checking some kind of flag) until something occurs that switches it on (sets that flag).
