Yes.

Yes, so that any edit distance operations use the entire conjunct.
As I mentioned earlier, moving the halant does not make linguistic
sense.

There isn't a Unicode character for "kra", and it is really not possible
now to have one for each such conjunct. Instead, conjuncts are stored as
described above, and their rendering is handled by rules in OpenType
fonts. Such fonts often utilise the Unicode private use area to store
glyphs representing the conjuncts.
