[aspell] language.dat file

Hi

When I define the special in the language.dat file as follows everything
is fine

special ' -*-

however if I want to add a second special like "-" which can be in mid 
special ' -*-
special - -*- 

then aspell complains about the first special.

Am I doing this wrong or is this a feature ?
