Sounds to me like someone installed the Web Application Projects setup on
the one that creates a sln file...
Take a look at this and see if it helps.

My installation of Visual Studio 2005 allows me to create a WebSite 
application and it does not create a sln file.

We have another installation that automatically creates a sln file (in 
the Web project) when you start a Web project. 

Can this be amended?

What's weird is that I do not see the sln file when I look in 
MyDocuments VisualStudio 2005 WebSite file.
