The location tag in web.config allows one to assign a folder or file to respond to keys that normally affect everything in that web.config folder.
Use the location tag keyed to that page to limit the Win credentials to that page only. http://msdn.microsoft.com/library/default.asp?url=/library/en-us/cpguide/html/cpconconfigurationlocationsettings.asp talks a little about it but this should point you to the correct solution.
