Maybe time for Format C and start over Ashman, whatever is going on is weird or
related to permissions.
Have you logged into this machine as the local machine administrator and tried
to install? Until you do that due to many types of policy for networks you may
not be able to install those tools.

installable on Win XP Professional. Pleaase remember.
If you have got SQL Server Developer version installed on your computer, you
can also install enterprice as well provided the Windows should be
Professional XP.
