ok, Figured it out. VS decided to add in some buttons which appear on the html to the code behind of Tabs.ascx, etc. This should be inherited from the PortalControlModule, but VS tries to be nice and adds them, thereby overriding the the control with all the goodies hooked up --- uggh!
Reloaded the original files and it works fine.
