You can get a developer certificate for free from several places on the
internet. 
Some are 14 day trial; some are 30 days, that's what I used to develop
the https:// webservice. On my machine.

I have a client code that is to connect to a web service. I want to test
this code but the web service uses https. my IIS requires to have SSL.
now do I have to buy SSL certificate? I have rented a web server with
SSL support. but I just want to test the code on my tempararoy web
server then publish it on actual web server. is there any other way just
to test it on my web server.

any help is appriciated.
