What kind of work will the sites be doing? Is the DB processing just pulling back page content? Roughly how many visitors do you expect?
My concern about the Celeron would be the amount of RAM. If you are doing a lot of DB processing that's probably where you'll run in to trouble. The enhanced RAM of the P4 will probably serve you well. The extra processor power won't hurt either.
