Using a Word automation object with the printer driver yes. 

Using Word automation is probably the best way to get the most accurate
results.

There is also another utility I just found with some googling which might do
the job without MS Word installed if your input is a .rtf.

To do what you want using just the built in .Net classes is probably
impossible or very hard. 

( Creating own .Rtf parser or something. )

Use some sort of printer driver which outputs to a graphics format.

Like:

Other possibility:
Use the export to html function and then a html --> jpg util.
