In addition to what Charles said, you could use a standard HTML
select (runat=server) instead. Then at run-time, you could decide
whether you want to set its Multiple property to True or False.

How does one change the control type of a list control programmatically?
I have an ascx with a dropdown I'd like to be able to choose whether it
