My research suggests that the style sheet overrides any style
attributes in the document. Would like a confirmation if possible
from those more knowledable.
if in style sheet you have
<style>
A:hover { COLOR: silver }
</style>
and in the document
<a style="hover: color='green';" >
then its always going to hover as silver
