I don't know all there is to know about styles that is for sure but I do
know a bit and I have never seen this syntax.  This how I have some hover
stuff defined in my external CSS

a.contactLink {
        font-size: xx-small;
        text-decoration: none;
        margin-right: 3px;
}

a.contactLink:hover {
        text-decoration: underline;
}


Just like in coding .Net or Java CSS have some great sites with best
practices.  Check out CSS Zen Garden for some good stuff or if you want a
more basic site which I doubt you need www.w3schools.com
