You certainly can.  There's one caveat: all the public members need to be
"CLI Compliant". 
What does that mean?
 
"This means that your class should only expose features that are common
across all .Net languages."

There's an attribute that you can use in the AssemblyInfo.cs|.vb file to
"advertise" whether or not all types in an assembly comply 
with the CLI standard. "<CLICompliant(True)>"

Not all types/public members in C# (or vb.net for that matter) comply with
the Common Language Infrastructure (CLI) standard.

For example: if your c# assembly a type that has a public member of type
UIntPtr then other .net languages may not support it.
