You can use a RegularExpression validator to accomplish this. For example...

<asp:regularexpressionvalidator id="rxQty" runat="server"
CssClass="ErrorControl" Display="Dynamic" ControlToValidate="txtWDQty"
 ErrorMessage="1-3 digits only"
ValidationExpression="^\d{1,3}"></asp:regularexpressionvalidator>
