You will probably need Excel automation for this. 

You might be able to use a commercial datagrid --> excel component. 
But I don't think there are any out there which will do what you want. 

The formatting might be easily done with this free component:
http://www.carlosag.net/Tools/ExcelXmlWriter/Default.aspx

But you will probably have to use automation to get the drop down effect.
