Looks like a custom namespace, and sure enough, it is. If you look in the GroupingRepeater.vb file you'll see the repeater control is a member of this Utils.Webcontrols namespace. You'll need to either compile the file in a VB assembly and reference it, or convert this file to C# and include it in your project in order to compile the page.
